BUGS not BUDS on my plants. HELP ME PLEASE

I have a couple plants and recently I just noticed at the bottom leaves, on the back side, there are these little walking black dots. They are all pretty small specks but I can tell they are some kind of insect. Also, many of the bottoms branches are growing all retarded. I was wondering if anybody knows how to control these bug problems. I desparately need help. Thanks.
