HELP! Yellow Leaves!

My plants are starting to turn yellow from the bottom up. The leaves are all curling downwards, as if the plants were sad. Some of the leaves are turning brown at the tips. I'm using two fourty watt flourscent bulbs. And I have 7 small plants (still in the vegetative state). I water the plants every other day, unless the soil still looks wet. I'm using a knock off brand of Miracle Gro, it's 15-30-15. I use a tiny pinch to a 32 oz. bottle. Also, there are two plants that are very green and healthy. They are a bit younger than the others. Any suggestions would be greatly appreciated.
